Docker images need to be relocated from DockerHub to another registry

Currently the Scientific Linux images in the ETP batch system are provided from @mschnepf personal DockerHub.

Since DockerHub has changed their terms of use and the download rates are consequently limited, we need to switch to another registry. My suggestion is to switch to the gitlab registry supplied by the ETP.
