Use system init for service management

The NaviX service currently uses a SystemV style init script, service.sh. This is a legacy service on both RHEL6 and RHEL7.

Both systemd (RHEL7) and upstart (RHEL6) support lightweight executable-as-service units. This is more maintainable and allows interaction with other services, e.g. NaviX shutting down with HTCondor.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
