Cut analysis tool

Hey @welsch, @gseitz and @meliachevitch, In order to get some structure into out mess of branches I will now go through all the branches related to the offline analysis tools we still have open and merge them firstly into the dataframe_tools branch and once we are all happy about the state of these tools, we will merge them into the master.

The cut_analysis_tools was the first branch which should have been merged into dataframe_tools, which is why I started with this one. I already tried to fix some open issues for this MR and included some comments for others. Feel free to also look through the rest of code.
