[Fix] eFFORT restructuring

Kilian Lieret requested to merge bugfix/effort_restructuring into master

Markus merged and deleted the max_dev branch and then went on to change the structure of this package

With this change we can use his new master, while still being backwards compatible to people using the now-eleted max_dev branch.
